Ontario officially joins California and Quebec carbon markets

The governments of Ontario, Quebec, and California agreed today to link their cap-and-trade programs under the Western Climate Initiative (WCI). The agreement was signed by Ontario Premier Kathleen Wynne (Liberal), Quebec Premier Philippe Couillard (Liberal) and California Governor Jerry Brown (Democrat), with the market linkage between the three subnational governments set to begin on 1 January 2018. The Quebec and California cap-and-trade programs have been linked since 2014, while Ontario began its own program independently at the beginning of 2017.
